There is no backstory or other information but we have seen these images used many times before. Therefore the person using them must be a fake using them to scam. Just look at the number of people he is following. Anyone with this many is generally not real.
ETA 15/8/2018 I have a screenshot of an early message he sent in a conversation he had with a friend of mine.You can just tell on reading it that the writer is a fake.
