There is no backstory with this guy because the account is using stolen images of a real guy.
The real guy is General John F Campbell
Here is a screenshot of the conversation had with the scammer using these images. A General is well-educated man so just read the messages and see. I think it is clear to see that the messages are not written by a genuine General.
