There is no backstory with this guy because a reverse image search of one of his pictures on his Instagram profile revealed the real guy who has had his images and identity stolen.
The real guy here in these images is Rear Admiral Scott F Giberson.
Therefore it is safe assumption to make that the person in this Instagram account is a fake out for a scam.
